If you haven't heard of uva.want-ads, it's time you did so. That is a newsgroup and here is
UVAs guide to using them. You can post messages to buy and sell stuff there
and most of the people I know bought their cars from ads posted on want-ads. Another source for buying used cars is bucksaver, which is
a free newspaper you can pick up from grocery stores.
To verify that you are not being cheated on the price, compare the money you are paying with a blue-book value, which you can get from
Edmunds and/or Kelly's Blue Book. To check on the history of the car,
go to Carfax (not free but I recommend it).
If you are on an H4 visa (or F2) and not eligible for a Social Secuity number, getting a drivers license can be a PITA. Looking at the list of documents that they accept as ID, you will realize that the only one you can get is the marriage license (as far as I know from when Parchayi applied for her license). First, go to the Social Security office and get a letter from them stating you cannot be assigned a SSN. Next, get a marriage license from the Albemarle County Courthouse (or any other one anywhere in US). Getting the license and being wed by a sheriff can all be done in a couple of hours and costs about 60$.
